FIRST JOINT SESSION WITH SANGGUNIANG PAMBARANGAY OF DAMPAS

Joint Session Dampas

May 30, 2014 — The 12th Sangguniang Panlungsod held its first out-of-city-hall session today at the Barangay Hall of Dampas Barangay. The said session was also a joint session with the Sangguniang Pambarangay of the Barangay Dampas. All the SP members with presiding officer, the honorable city vice mayor Jose Antonio S. Veloso were all present along with the Punong Barangay of Dampas Hon. Edgar Bompat and his barangay kagawads. The sangguniang pambarangay officials took this rare opportunity to air out the rampant issues and the nagging problems of the barangay. Barangay Kagawad Adelaida Barafon enumerated five concerns of their barangay and its corresponding recommendations. Their concerns are as follows:
a) Proliferation of Undocumented persons and Informal settlers in the vicinity of The Divine Mercy Chapel
b) Conduct of Activities & Programs of NGOs, Private Entities and other Similar Groups or Organizations In the Dumpsite Area
c) Groups of Individuals (Non-residents of Citizens) utilizing a spot along Mansasa-Dampas Road especially during nighttime as staging point of their Criminal activities
d) Proposed Opening of Barangay Roads
e) Vehicular traffic along Ramon Enerio St. and also along Luis Alaba St., Dampas, this city
The 12th SP has commended the Sangguniang Pamabarangay of Dampas for determining the issues and problems they are facing and have in fact listed a number of recommendations for the resolution of their problems. The first step in solving a problem is the identification of the problem itself and these proactive steps taken by the officials of Dampas Barangay should serve as an example to other barangays of Tagbilaran City. The 12th SP recognizes the efforts of the Sangguniang Pambarangay of Dampas and encourages its officials to continue with their efforts for the resolution of their issues. The 12th SP extended help on matters that cannot be resolved by Sangguniang Pambarangay on their own. Issues such as the opening of the barangay roads which is not made possible due to limitations on the barangay ‘s budget and should be coordinated with the City government. With this, the Sangguniang Pambarangay of Dampas was enlightened and will seek further assistance to the Office of the City Mayor for those issues needing proper executive action.
After discussing the issues faced by Barangay Dampas, the 12th SP proceeded to tackle the issues that are faced by the City.

CITY HALL REHABILITATION COMMENCES

The rehabilitation of the Tagbilaran City Hall has already commenced. Galvanized iron sheets were already fenced around the premise to facilitate with the repairs of the roof and walls which were badly damaged by the 7.2 magnitude earthquake. The City Vice-Mayor was informed by Governor Edgar M. Chatto that the 2.3 billion budget for the rehabilitation and restoration of the damaged city and municipal halls and public markets and other local government edifices was approved yesterday by President Benigno C. Aquino III. This already includes the 80 million budget for the restoration of our City hall alone. With the approval of the budget, we can be assured that the restoration of our city hall will already speed up and the employees can already go back to their offices and documents will be properly stored and kept. However, not all employees will be able to go back inside the walls of the soon-to-be restored City Hall because in another information gathered from the Honorable City Administrator Leonides Borja, the legislative department, composed of the Office of the Vice Mayor, Office of the Sangguniang Panlungsod Secretary and Administration and the different offices of the City Councilors, shall have their office in the Agricultural Promotional Center (APC) which is adjacent to the City Hall. For the meantime, while the repairs are on-going, the Legislative department shall hold office in the Lao Building, Dampas District, Tagbilaran City.

CNA FINALLY APPROVED

The long wait is over! the resolution granting authority to the Hon. City Mayor John Geesnell L. Yap II, to enter and sign for and in behalf of the City Government, a Memorandum of Agreement (MOA) with the Tagbilaran City Government Employees Union (TCGEU) represented by Engr. Ingrid B. Pocot, President, in connection with the Collective Negotiation Agreement (CNA) is finally approved by the 12th Sangguniang Panlungsod presided by the Hon. City Vice-Mayor Jose Antonio S. Veloso.

The CNA bonus is given every three years to regular employees, plantilla positions and contract of services who are members of the Tagbilaran City Government Employees Union (TCGEU). The bonus which is highly anticipated by everybody is given in time for the preparation of the incoming start of school this June. This will surely bring smiles to the hard-working employees of the City Government of Tagbilaran. The CNA bonus will help motivate the employees to continue working and promote loyalty in their service to the City Government.
