Last June 26, 2015, the 12th Sangguniang Panlungsod conducted their last regular session for the month of June at the Barangay Hall of Cabawan. The session was the 9th Out of the City Hall Session conducted jointly with the Barangay Council of Cabawan.
The session was led jointly by 12th Sangguniang Panlungsod Presiding Officer Jose Antonio S. Veloso and Punong Barangay Luis Coto of Barangay Cabawan.
Bohol District Jail Chief Inspector Jose T. Abueva and City Jail Senior Inspector Roberto Crisanto Alpon III joined the joint session and took the opportunity to air out requests and concerns in their respective offices.
Chief Inspector Abueva requested the body to help in the lighting of the street posts along the way to the Bohol District Jail. He emphasized the importance of the street lights, especially during times when they have to usher inmates to the hospital during night time. He also said that inmates might plan an escape route and take advantage of the cover of darkness.
Senior Inspector Alpon also the help of the Sangguniang Panlungsod to remind the City Government of their requests made during the Executive, Legislative Agenda (ELA) such as the lot titling and the naming of the lot currently occupied by the City Jail, which is under the name of the City School Board, a service vehicle and the strengthening and expansion of the perimeter fence of the City Jail. Alpon stressed that if the lot occupied by the City Jail would be transferred under its name, the City Jail can make improvements and receive counterpart appropriations from the bureau. He also added that there is an increase in the number of inmates after the successive drug bust operations within the City but only one service vehicle in a not-so-good condition.
Hon. Jeremias Pabe took charge of Abueva’ s concern and will coordinate with the City Engineering Office and the Barangay Council of Cabawan to provide and install the street lights.
Hon. Bebiano Inting informed the body that there is a Program of Works for the City Jail and will make the necessary follow-up to ensure that these programs will be realized.
During the last regular session for the month of June of the 12th Sangguniang Panlungsod which was held jointly with the Barangay Council of Cabawan, Presiding Officer Jose Antonio S. Veloso mentioned during his presiding officer’s time that it will be the last session that Hon. Edgar Bompat will be joining them as member of the 12th Sanggniang Panlungsod since Hon. Bompat will be relinquishing his position. Hon. Edgar Bompat is the Punong Barangay of Dampas and is an ex-officio member of the 12th Sangguniang Panlungsod since he is the current President of the Liga ng mga Barangay. Hon. Bompat will be succeeded by Hon. Nicanor Besas, the Punong Barangay of Cogon, who is the Vice-President of the Liga ng mga Barangay starting this July 1. City Vice Mayor Veloso thanked Hon. Bompat for his time, talent and resources during his a year and a half of service to the 12th Sangguniang Panlungsod and wished him the best of luck in all his endeavors in the realm of public service.
The 12th Sangguniang Panlungsod led by Presiding Officer Jose Antonio S. Veloso held its 9th Out of the City Session at the Barangay Hall of Cabawan last June 26. The regular session was held jointly with the Barangay Council of Cabawan led by Punong Barangay Luis Coto.
During the said session, roads and infrastructure problem were the majority of the concerns of the Barangay. It cannot be denied that most of the roads of the Barangay Cabawan have not yet been concreted and the barangay council sought the help of the 12th Sangguniang Panlungsod on how they can avail funds and asked guidance as to who is the proper agency they can approach so that these roads can be concreted.
To help raise their concerns to City Engineering Office under the Office of the City Mayor, the 12th Sangguniang Panlungsod referred their concern to the Committee on Engineering. Since its current Chairman Hon. Edgar Bompat will be vacating his position in the 12th SP, Vice-Chairman of the Committee on Engineering Hon. Jerry Pabe will be responsible for indorsing their requests to the Office of the City Mayor.
After 2 months of having no Joint sessions with any barangay, the Sangguniang Panlungsod of the City of Tagbilaran led by the City Vice Mayor Jose Antonio “Toto” S. Veloso, is bracing up for their 4th Joint Session for the year 2015, this time, with the Barangay of Cabawan.
It can be recalled that the Sangguniang Panlungsod conducted its last Joint session with Barangay Bool last March 2015. Joint sessions were postponed momentarily for the months of April and May because of the various activities undertaken by the Sangguniang Panlungsod. The whole SP had their Lakbay-Aral last April and last May, the whole City Government was busy for the Saulog Celebration.
As early as now, Punong Barangay Luis Coto of Barangay Cabawan is preparing for the upcoming Joint session. Punong Barangay Coto had been consulting VM Veloso and the SP office to ensure that the Joint session will be productive and successful.
Vice Mayor Toto Veloso is looking forward for the SP’s next joint session this coming June 26 with the Sangguniang Barangay of Cabawan. VM Toto acknowledges that Joint Sessions with the barangay is the most effective way that the Sangguniang Panlungsod can bring the government closer to the Tagbilaranons. He added that it is usually during joint sessions that the Sangguniang Barangay can openly voice out the problems that their respective barangays are facing and with both councils discussing the possible next steps, it would help expedite the resolution of problems.
The Engineering and Development Corporation of the Philippines (EDCOP), in association with SCHEMA Konsult, Inc is working on the Bohol and Water Sanitation (BWS) Project. EDCOP is the leading Engineering Consultancy in the Philippines and is noted for bringing sound, rational and practical exposure in water resources planning, engineering and project implementation.
EDCOP had already accomplished data gathering, site visits and formulation of preliminary schemes for the proposed bulk water supply systems. At this stage, EDCOP is working on the Environmental Impact Assessment of the Project. This stage is very crucial for EDCOP and at this point, they needed to consult the 12th Sangguniang Panlungsod of Tagbilaran to discuss the impact of the BWS project. This will also be a good venue where EDCOP will formally introduce the project to the 12th SP and discuss on how they can hold a public consultation with the barangays that will be benefitted by the project. If pursued, the BWS Project will be able to provide an efficient urban water supply and sanitation system for 18 Local Government Units in Bohol.
City Vice Mayor Jose Antonio S. Veloso, presiding officer of the Sangguniang Panlungsod, welcomed this opportunity to discuss with EDCOP on how the water supply can be efficiently distributed, especially with the growing population in Tagbilaran and Bohol and the increasing demand for water supply. VM Veloso gladly let the EDCOP team join the 12th Sangguniang Panlungsod in their regular session last week so that the 12th SP can give valuable inputs for the success of the BWS project.
