The 13th Sangguniang Panlungsod of the City of Tagbilaran, led by City Vice Mayor Jose Antonio S. Veloso, approved a resolution requesting the assistance of the City Police Officers to be more vigilant against the notorious and unlawful acts of youth gangs.
The Committee on Peace, Public Order and Safety received a report submitted by the National Association of Public Secondary School Heads Incorporated (NAPSSHI) Tagbilaran City Division Chapter, that there is an average of 10 unlawful and threatening incidents inside and outside of the school premises involving gangs recorded in almost all of the secondary schools of the city this school year.
The resolution which was sponsored by Hon. Eliezer Borja, stressed that the presence of these gangs have adverse effects on the academic performance, safety of persons and property of schools. Since laws were already passed regarding loitering individuals as stated in Sec. 169 of the 2007 Revised Code of Administrative Ordinances of the City of Tagbilaran and children in conflict with the law as stated in RA 9344 or the Juvenile Justice and Welfare Act of 2006, Hon. Borja called for increased visibility of our City PNP and all Barangays with existing Public high schools to augment presence of barangay tanods and ALERT personnel at the vicinity of schools to enforce these laws and deter the acts of these street gangs.
