SP PROBES NGCP’S REASON FOR POWER OUTAGES INTERUPTIONS

The recent power outages that had beset the Province, prompted the Thirteenth Sangguniang Panlungsod to pass Resolution No. 16-190, “A resolution requesting the Department of Energy to Investigate and Verify the Causes of the Successive Power Outages in the Province of Bohol.” DOE endorsed the resolution to the National Grid Corporation of the Philippines (NGCP) and asked the NGCP to provide their reasons for the power outages, their plan of actions to prevent future power outages and possible dates when the next series of power outages will occur.

On February 23, NGCP’s  Engr. Gil V. Melencion, Engr. Joseph R. Sagaral, Engr. Ma. Rosette Martinez and Engr.  Octavio B. Briones presented themselves  to City Vice Mayor Jose Antonio “Toto” S. Veloso and City Councilor Eliezer “Ondoy” L. Borja  to give updates on the power situation in Bohol and to explain that the power outages were attributed to the trippings of the NGCP’s Ormoc-Maasin Line which were cascaded to the Ubay-Maasin line and eventually to the feeders serving the Bohol area.   The planned outages were necessarily done to facilitate the comprehensive maintenance of the feeders in Bohol Grid. While the unplanned outages were due to lightning which hit some of the towers along the line.

The power outage last December that lasted longer than expected was due to the energizing of the new Ormoc –Maasin line 2. Currently, the NGCP has 2 functioning lines to further strengthen the transmission network in the Visayas Grid  specifically to improve the link of Bohol Grid with Leyte Grid.

Right now, the NGCP is also proposing the Cebu-Bohol Interconnection Project to complement the existing Leyte-Bohol circuit which is nearing to be overloaded.  NGCP also provided a tentative schedule of the proposed power outages for this 2017.  These 1-2 hour power outages (except for June-total shutdown) are done for the comprehensive maintenance of the lines.

SP AUTHORIZES MAYOR TO ENTER INTO MOA WITH DOH-VII

In line with the City Government’s vision to become a Highly Urbanized and Liveable City by 2030, the 13th Sangguniang Panlungsod approved Proposed Resolution 23-17, “Authorizing the Hon. City Mayor John Geesnell L. Yap II for and in behalf of the City Government of Tagbilaran to enter into a Memorandum of Agreement (MOA) with the Department of Health, Regional Office-VII represented by Dr. Jaime S. Bernadas, Regional Director for the implementation of  the Integrated Clinic Information System (iClinicsSys).”

iClinicsSys is a reference model for electronic medical records and health information system. This is in response  to the need for a better and equitable access to quality health care services, and easier access to secure real time and quality health data through the use of information and communication technologies in health.

City Vice Mayor Toto Veloso supports the decision of City Mayor Baba Yap to enter into this Memoradum of Agreement knowing well that with the implementation of iClinicsSys , it would greatly improve health services, manage the patient demographics, medical histories, diagnoses, treatments, medications, laboratory requests and results and generate the required data for the LGU’s use and also submission of data to DOH and Philhealth.

13TH SP’S EXERCISES REVIEW POWER OVER BARANGAY ORDINANCES

During their second regular session for this month, the 13th Sangguniang Panlungsod exercised its review powers on two meaningful barangay ordinances.

Hon. Joseph Bompat of the Committee on health, Sanitation and Environmental Protection, submitted Proposed Resolution no. 14-17, Declaring Barangay Ordinance No. 04, series of 2016- An Ordinance Institutionalizing Proper Solid Waste Management Practices in Barangay San Isidro, City of Tagbilaran.

Hon.  Dulce Amelia C. Glovasa of the Committee on Agriculture, Food, Fisheries Resources, Livelihood, and Cooperatives, submitted Proposed Resolution No. 21-17, Declaring that Cogon Barangay Ordinance no. 2017-03, series of 2017, entitled, “An Ordinance Directing All Homeowners and Building Owners to Plant Trees/Fruit-Bearing Trees in their Backyards or at the Frontage of their Houses or Building or at Barangay Pocket Forest.”

City Vice Mayor Jose Antonio S. Veloso is hopeful that with the passage of such barangay ordinances, we can help protect and maintain the cleanliness in our barangays.
