In their session last Friday March 27, 2020, the 14th Sangguniang Panlungsod of the City of Tagbilaran deliberated on the Proposed Resolution sponsored by Hon. Eliezer L. Borja regarding the utilization of the trust fund of the City Disaster Risk Reduction and Management Council (CDRRMC). The fund amounting to 16 million will be utilized by the CDRRMC to purchase additional equipment and other prevention and response actions in the fight against the Corona Virus Disease 19. CDRRMO Head Mr. Gerard Lavadia joined the session and explained the need to tap the CDRRMC’s trust fund to purchase additional thermal scanners, more personal protective equipments (PPEs), and for food assistance. Lavadia said that the CDRRMC’s PPEs are dwindling because once a PPE is worn, it cannot be reused. He also urged the public to use sound discretion in reporting who are PUIs/PUMs in their barangay. Currently, the CDRRMC handles the transporting of suspected PUIs to the hospitals. The City Councilors also proposed to Lavadia to include the purchase of test kits to which Lavadia is also amenable. Hon. Adam Relson L. Jala noted that the trust fund is only 16 million, and it will not be enough considering that the pandemic has not yet peaked in our country. In the coming weeks, the City will have to anticipate the need to have more funds to address COVID19. With this, Jala asked Mr. Lavadia to take into account and report to the SP what other equipment, precautionary measures and actions that the CDRRMC needs to be funded so that the SP will exercise its power of the purse and make sure that the CDRRMC will have all the funds needed. Vice Mayor Jose Antonio S. Veloso echoed Jala’s sentiments and reiterated that the Sangguniang Panlungsod will fully support the CDRRMC in beating COVID19. With the unanimous decision of the council, Vice Mayor Veloso hereby approved the resolution to utilize the trust fund of the CDRRMC.
