July 9, 2021 – The 14th Sangguniang Panlungsod of the City of Tagbilaran, led by City Vice Mayor Jose Antonio “Toto” S. Veloso, approved proposed ordinance No. 04-21-A which amends city ordinance RC-055, imposing fees for all bid documents, including tender documents, program of works, reproduction or photocopying of Bids and Awards Committee (BAC) resolutions, minutes and such other documents in connection with the procurement of goods, infrastructure projects, and consultancy services. Hon. Joseph Bompat, chairman of the Ways and Means Committee and sponsor of the ordinance, explained that the amended ordinance shall omit the classification from goods, infrastructures, and equipment and thereby classifying them into Projects or Contracts. BAC Secretariat, Atty. Colleen Guantero was called in to join the session to further explain the necessity of the revision of the ordinance. Atty. Guantero explained that under the IRR of RA 9184 or the Government Procurement Act, it was not specified how much are the exact rates for bids amounting to less than P800,000.00, hence the need for the sanggunian to pass an ordinance. Atty. Guantero also added that there is a need to amend the ordinance to include the set range for the protest fee and reflect the changes in the rates for procuring other BAC documents such as BAC resolutions and Ceritifications.
