City Mayor Jane Censoria C. Yap appointed Dr. Cagatin as City Government Department Head 1 (College Administrator) of TCC under fixed term status from September 13, 2022 to September 12, 2026.The law requires that such appointment by the City Mayor shall be with the concurrence of the majority of all the Sangguniang Panlungsod members.
With the confirmation of his appointment by the august body, Dr. Cagatin becomes the first-ever President of Tagbilaran City College.
The TCC was established in 2017 by virtue of Ordinance No. C-254, with the provisions of the ordinance revised under Ordinance No. C-269 to create the TCC as another Department in the City Government of Tagbilaran. Ordinance No. C-269, as amended by Ordinance No. C-278 and Ordinance No. C-287 provides that the administration of the City College is vested in the President/Administrator who shall serve for a term of four (4) years and must be a holder of an appropriate doctorate degree with at least five years of relevant administrative experience.
Dr. Cagatin is a licensed professional teacher who holds a Master of Arts degree in Education and a Doctorate degree in Education, major in Educational Management.
