City Vice Mayor Jose Antonio “Toto” S. Veloso led the 14th Sangguniang Panlungsod in approving the amendments to City Ordinance C-312, proposed by City Councilor Philipp “Pepost” Besas. City Ordinance C-312 also known as the Senior Citizens Ordinance, which was passed by the city’s council last October 2020, provides that Senior Citizens duly registered in the Office for Senior Citizens Affairs – Tagbilaran City shall receive cash gifts and cakes on their birthdays. Section 6 of the said ordinance provides that the senior citizens must be registered in the OSCA before he/she reaches the age of 65 in order avail the benefits mentioned in the ordinance. This provision disqualifies those who are already 65 and failed to register in the OSCA, prompting the sponsor of the ordinance, Hon. Pepot Besas to amend Section 6 and state that senior citizens must be registered as Senior Citizen in the OSCA-Tagbilaran City before the age of 70 to avail the said benefit. City Vice Mayor Toto Veloso believes that by increasing the age limit of the senior citizens who wish to register in the OSCA, more senior citizens of the City will be able to avail the benefits stated in the ordinance in recognition of their rights and their invaluable contribution to the development of the city.
