The 14th Sangguniang Panlungsod approved the recommendations in the committee report submitted by the Committee of the Whole regarding the opposition manifested by concerned citizens on the National Anti-Poverty Commission’s (NAPC) proposal to build a multi-storey tenement housing in Poblacion 1, Tagbilaran City. The Committee of the Whole which is chaired by City Vice Mayor Jose Antonio Veloso discussed the following points raised by the concerned students which are as follows:1. Feasibility of the proposed housing project in Cabawan considering the availability of vacant lots in the area; 2. Opposition to the proposed tenement housing construction in Poblacion 1, citing the lack of public consultation and conduct of a project Environmental Impact Assessment (EIA) considering that the barangay has been identified as an environmentally critical area due to the emergence of sinkholes, cracks, and crevices as a result of the 2013 earthquake; the possible exponential increase in barangay population vis-à-vis the land area of the barangay; that the reclamation of the shoreline for the construction of the tenement housing denigrates the historical significance of Poblacion 1 as an identified heritage destination of the city; and such other environmental damage the reclamation would cause along the narrow channel between the municipality of Dauis and Tagbilaran. Upon further investigation from the committee, it was found out that records from the Office of the City Planning indicate that NAPC filed on April 26, 2021, an application for Preliminary Site Development Plan for the Cabawan proposed resettlement site and submitted pertinent documents to support its approval. To date, no application has been filed for the Poblacion 1 site. Furthermore, the Office of the City Planning and Development has given assurance that applications filed by NAPC for the development of both sites as resettlement areas shall be duly evaluated in accordance with City Ordinance No. C-253, Series of 2017 or the Comprehensive Zoning Ordinance of the City of Tagbilaran, Batas Pambansa Blg. 220 and other applicable national laws, rules and regulations before said applications shall be endorsed to the Sangguniang Panlungsod for approval. To assuage the apprehensions of these concerned citizens, the 14th SP approved the recommendation of the Committee of the Whole that the City Planning and Development Office through its Officer-In-Charge, Engr. Estella B. Margate, be requested to regularly update the Committee on the status of the applications submitted by NAPC for the development of both sites as resettlement areas.
