On its regular session conducted last March 22, 2019 presided by City Vice- Mayor Jose Antonio “Toto” Veloso, the Sangguniang Panlungsod of Tagbilaran City approved in its third and final reading P.O. No. 03- 19 or the ordinance amending Sec. 5, Sec. 7, Sec 9 and Sec 13 of Ordinance No. C-223 otherwise known as “Plastic Bag Ordinance of the City of Tagbilaran”. Soon, the City aims to reach the target goal of becoming plastic-free. One of the major amendments of the ordinance include the prohibition for the use of Polysterene Foam commonly known as Styrofoam/Styropor and other similar materials as containers for prepared and ready-to-eat food as well as the banning of single-use plastic straws and stirrers in all commercial establishments engaged in the business of food and services within the City. This step will hopefully lead the City in improving environmental sustainability and to contribute in gaining an advantage towards the alarming worldwide battle against single- use plastic. The items regulated are some of the most common ocean polluting plastic to the detriment of marine life. In the past years, the Philippines is among the top plastic ocean polluters and if no action is taken, plastic will soon dominate our oceans. In order to ensure the monitoring and enforcement of this ordinance, an enforcement team shall be created to assist the City Environment and Natural Resources Office (ENRO) whose members, upon recommendation of the City ENRO, shall be appointed by the City Mayor to be composed of specific members. Among also the amendments discussed is the granting of 25% of all fines as penalties collected from the enforcement of this ordinance which shall be awarded to the authorized enforcing officers, subject to existing accounting rules and regulations. The Sangguniang Panglungsod passed and approved P.O. No 03-19 authored by City Councilor Eliezer Ondoy Borja with all members of the council voting in favor of it with no objections. The approval of this ordinance is a small step of success not only for our environment, for the marine life but also to our future upcoming generations.
