FIRST 100 DAYS OF THE 14TH SP of TAGBILARAN CITY

The 14th Sangguniang Panlungsod marked the first 100 days in office with the passage of notable legislations (seven ordinances, fifty-seven resolutions), the conduct of fourteen regular sessions, four executive sessions, six public hearings, 59 committee meetings and two investigations.

Pursuant to Section 50 of the Local Government Code of 1991, the Sangguniang Panlungsod, during the first regular session on July 5, 2019, adopted its Internal Rules of Procedures (IRP) through Resolution No. 129-19. The IRP provided for the membership of the different standing committees, and the assignment of the city councilors to their administrative districts.

Prior to the Executive-Legislative Agenda on August 8-9, 2019, the SP conducted a legislative agenda setting, during which the following were identified as priority measures for 2019-2022:

1. EDUCATION, SCIENCE & TECHNOLOGY, ARTS, CULTURE AND HERALDRY (SECTOR: SOCIAL SERVICES)

• Updating of Heritage Ordinance to include Intangibles
• An Ordinance establishing a sustained Feeding Program for all Pre-School and Primary Grade School Pupils in all Public Elementary Schools in the City of Tagbilaran.

2. JUSTICE, HUMAN RIGHTS, LABOR AND EMPLOYMENT (SECTOR: SOCIAL SERVICES)
• Establishment of Socialized Housing/ Resettlement Areas (joint with social services)

3. YOUTH AND SPORTS (SECTOR: SOCIAL SERVICES)
• Sports Incentive Ordinance
• Creation of the City Sports Coliseum
• Tagbilaran City Youth Code

4. HEALTH, SANITATION AND ENVIRONMENTAL PROTECTION (SECTOR: SOCIAL SERVICES/ENVIRONMENTAL MANAGEMENT)
• Creation of the Comprehensive Anti-Dengue Ordinance of Tagbilaran
• An Ordinance Strengthening the City of Tagbilaran’s STD, HIV and AIDS Prevention and Control Mechanisms
• An ordinance mandating the disclosure of the nutritional contents of Standard Menu Items in Chain Restaurants and Similar Retail Food Establishments in the City of Tagbilaran, prescribing penalties for violation thereof and for other related purposes.

• Creation of the Tagbilaran City Hospital

5. SOCIAL SERVICES, URBAN POOR, WOMEN CHILDREN AND FAMILY RELATIONS (SECTOR: SOCIAL SERVICES)
• An Ordinance granting birthday gifts to all Senior Citizens of Tagbilaran, and for other purposes.
• An Ordinance granting birthday gifts to all PWDs of Tagbilaran, and for other purposes.
• Anti-Bullying Ordinance of the City of Tagbilaran.

The first 100 days in office saw the passage of the following key ordinances and resolutions:

City Ordinance No. C-282 grants a FIRT MOVER PRIVILEGE to the first major IT-BPM locator in the City of Tagbilaran. The ordinance is a push towards making our city the next hub for the IT-BPM sector. The new industry is expected to bring technology, increase trade opportunities, and generate employment in the city. To date, two major IT-BPM players have already commenced operations.

City Ordinance No. C-283 or the Price Tag Ordinance seeks to protect the buying public by requiring all the retailers, market stallholders and owners of stores and other similar establishments to visibly display price tags. The ordinance provides stiffer penalties than what has been provided under Republic Act 7394 (Consumer Act of the Philippines).

With the enactment of Ordinance No. C-284, the city government will now grant five hundred (P500.00) cash gift and birthday cake to all registered PWDs in the city on the occasion of their birthdays. The ordinance intends to further promote their welfare and recognize their contribution to the city’s development.

City Ordinance C-285 aims to strengthen and further capacitate the fifteen (15) Sangguniang Barangays in the City in the implementation and administration of the Katarungang Pambarangay Law. The ordinance provides for the yearly assessment of the Lupong Tagapamayapa and the giving of an incentive to the best performing sangguniang barangay. It also mandates the conduct of a yearly training for all its barangay officials.

We can boast of a new tourist attraction as night markets will soon be established in designated places in the city. C-286, enacted by the SP on September 27, provides for the operation of night markets during weekends. These night markets will become cultural hubs as the ordinance provides not only for the sale of goods and services, but also for the staging of cultural performances.

Resolutions were also passed to further sustain and strengthen the development programs and projects of the city. These legislative measures provided for the repair of school buildings, the operation of tricycles, the approval of barangay budgets, waste and septage sanitation system, the purchase of additional equipment and vehicle, the accreditation of Civil Society Organizations for membership in local special bodies, and the approval of the anti-criminality action plan and such other programs that support the city’s vision and mission.
